South Tacoma Neighborhood Plan

The City’s award winning Neighborhood Planning Program (NPP) provided enhanced planning and development support to help communities create strong, vibrant, and diverse neighborhoods. 

How it Worked

Purpose

The Neighborhood Planning Program worked with the South Tacoma neighborhood to support neighborhood identity and vitality, identify a vision for the future, and then help implement that vision.

As of June 2025, the Neighborhood Planning Program (NPP) has been sunset due to budget reductions. The South Tacoma Neighborhood Plan will continue to be a guiding document that outlines community-identified projects, ideas, and actions to enhance and strengthen the neighborhood. 

Process

City Council selected the South Tacoma neighborhood as the location of the third Neighborhood Plan, launching in 2024. The Plan was developed through collaboration with neighbors, and informed by responses from surveys, community groups, and public meetings and events, led by a Steering Group of your neighbors. The City will continue to work with partners and neighbors to support implementation in 2025 and beyond. 

Project Map

The South Tacoma Neighborhood Plan focused recommendations on the core commercial areas and the surrounding residential neighborhoods. This area includes the South Tacoma Business District and Mixed-Use Center (roughly S Tacoma Way, S Washington St, and S Puget Sound Ave between S 47th St and S 58th St), we worked closely with residents in the wider surrounding neighborhood to address how people access key neighborhood amenities and destinations.

What's Happening Now?

Final South Tacoma Neighborhood Plan

The South Tacoma Neighborhood Plan actions are based on extensive community engagement with South Tacoma community members and reviewed by the South Tacoma Steering Group. Since early 2024, we heard from community through 1,300+ “engagements” - interviews, multilingual outreach, surveys, events, focus groups, interactive maps, and outreach at community fairs and festivals.

After community review, the Plan was adopted by City Council. The City and partners will begin working on implementation of the community’s top priorities.

South Tacoma Groundwater Protection District

The South Tacoma groundwater aquifer system serves as a significant source of drinking water for the City of Tacoma. The South Tacoma Groundwater Protection District (STGPD) protects the aquifer with requirements on the handling, storage, and disposal of hazardous substances by businesses located within this area. As mandated by the GMA and in accordance with City Council guidance, we are currently in the process of reviewing the City Code to determine if adjustments are needed to further protect the South Tacoma aquifer system.

Sound Transit South Tacoma Station Access Improvements

Sound Transit is investing in better walking, bicycling, and bus facilities in South Tacoma. Filling gaps such as missing sidewalks, ADA ramps, or protected bike lanes, will make it easier to get to South Tacoma Station and Sounder train service, as well as destinations around the neighborhood.

South Tacoma Mixed Use Center Historic Property Survey

Projected to be completed by August 2024, the survey will record approximately 200 buildings that are close to, or more than, 50 years of age. There is little existing data on historic properties within the South Tacoma Mixed Use Center, and any data gathered through the survey will inform the City’s planning, economic development, outreach, and education efforts. 

Manitou Elementary Safe Routes to School (SRTS) Improvements

The City of Tacoma Safe Routes to School (SRTS) program works to make it safer, more convenient, and fun for K-12 students and families to walk, bike, and actively roll to school through targeted infrastructure improvements, walking and biking safety education, and encouragement programs. This project will improve the school crossing by adding a raised crosswalk, Rectangular Rapid Flashing Beacons (RRFB), and lighting, as well as protected and buffered bike lanes and connect to the Scott Pierson Trail.

Metro Parks System and Strategic Plan

Many Tacoma residents are more than a 10-minute walk from a public park. Six years ago, Metro Parks adopted its Strategic Master Plan, including the goal that every resident within the Park District have access to a park or open space within a 10-minute walk from their residence. The System & Strategic Plan is being updated to guide the next 6 years of development of the park and recreation system. 

Manitou Annexation Area

The Manitou Annexation Area is a 37-acre unincorporated Pierce County neighborhood located on the southwest corner of the city, near Lakewood Drive W. and 66th Street W. On December 12, 2023 the Tacoma City Council passed Ordinance 29894, which set an effective date for the annexation of the Manitou area from unincorporated Pierce County to the City of Tacoma on April 1, 2024. A Community Information Session is scheduled for February 10th, 2024 11:30 A.M -2:30 P.M at STAR Center. 

Home in Tacoma Phase 2

Work is underway on Home In Tacoma - Phase 2. This phase will implement the City's new housing growth strategy through zoning, standards, affordability and anti-displacement steps, and actions to support housing supply, affordability, and choice. In early 2024, Planning Commission will conduct a public hearing and make recommendations for Home in Tacoma Phase 2 policy.

One Tacoma Comprehensive Plan Update

Everyone in Tacoma deserves a city that keeps us safe, lets us live sustainably with our land and water, and contributes to our physical, social, and economic health. Tacoma’s Comprehensive Plan is an important tool to achieve those goals. You can be part of shaping these decisions during the once-in-a-decade update to Tacoma’s Comprehensive Plan, which is happening now through 2025. Opportunities to share your thoughts are coming soon and will include activities like surveys, events, workshops, and community meetings.

Community Safety Action Strategy

The Community Safety Action Strategy will create a comprehensive, long-term approach to community safety and is an important part of continued efforts to achieve racial justice and equity in Tacoma. We have heard from Tacoma residents that safety means more than just policing and crime enforcement, it’s also being connected to neighbors, having safe streets, clean neighborhoods, having places for youth to play, and supporting families and businesses. For these reasons, the new Office of Strategy is leading the development of the Community Safety Action Strategy. This strategy will bring the community together to define safety, create a shared vision, and develop a coordinated holistic approach.

Tacoma Mall Greening Project (TMGP) & Greening Research in Tacoma (GRIT)

In 2018, the City of Tacoma received a grant to address tree canopy cover, access to green space, and positive health outcomes in the Tacoma Mall neighborhood.  As directed by past engagement efforts, the project team focused the scope of this grant on tree planting and water quality improvements. In 2021, these efforts resulted in Greening Research in Tacoma (GRIT): a collaboration between the Tacoma Tree Foundation, The Nature Conservancy in Washington, the University of Washington, and the City of Tacoma aiming to understand more about the intersection of human health and increased greening in South Tacoma.

City Council identified the South Tacoma Neighborhood as the location of the third Neighborhood Plan, launching in 2024. 

We are launching the program in January 2024 and anticipate completing the Plan and starting the early implementation within 12 to 18 months.  

Our estimated timeline: 

Winter 2024: Neighborhood profile, existing conditions, and outreach 

Spring 2024: Collect project ideas and hear priorities from the community 

Summer – Fall 2024: Develop draft plan and collect community feedback 

Winter 2025: Council adoption; begin implementation 

For the purpose of this plan, we are defining the “neighborhood” as the Mixed-Use Center/Business District—roughly S Tacoma Way, S Washington St, and S Puget Sound Ave between S 47th St and S 58th St—and the surrounding neighborhood. Plan actions will focus on the core and how people access key amenities and destinations around the neighborhood. These boundaries may be adjusted during the planning process, but it is important to include public amenities (such as parks and schools) that service the core neighborhood, and to hear from residents around the neighborhood. Engagement will go beyond these borders and include anyone who lives, works, plays, or spends a significant amount of time in the area. 

The South Tacoma Neighborhood Plan will be developed through a grassroots process that involves neighborhood residents, local businesses, and community organizations. You are the experts on your neighborhood, and we invite community participation at every step of the process.  

Throughout the plan, we’ll collect your feedback and project ideas through an online survey, community events, and engagement with business owners and community leaders. The South Tacoma Steering Group will help to guide the process to ensure we are reaching residents and other important stakeholders.  

Once we have a draft plan, we want to hear your feedback to make sure that we have the right priorities and projects included. Community feedback will continue to be included in the plan throughout implementation, in collaboration with our Steering Group and Project Committees.

The City of Tacoma will coordinate internally and with external partners to streamline the engagement process and integrate community feedback across project boundaries. 

As we work together to develop an action plan and begin implementing it over the next 12-18 months, we’ll work closely with the Steering Committee and our partners at the City of Tacoma and other local organizations to identify resources and support implementation for 2-3 years after the plan is completed.  

The Neighborhood Planning Program has put aside $50,000 for a project or projects to begin implementing the goals of the South Tacoma Neighborhood Plan.
